Charley Grimsley's Candidacy Challenged For Alabama State Treasurer

by: countrycat

Sun Jan 31, 2010 at 15:53:45 PM CST

A subcommittee of the Alabama Democratic Party's State Democratic Executive Committee (SDEC) will meet Friday February 5th at 9:30 am to review a "Motion to Disqualify" Charley Grimsley's candidacy for State Treasurer. The challenge was entered by a member of the SDEC and cites Grimsley's "significant, long standing support of numerous federal and Alabama Republican candidates and Republican interest groups..."

That last part won't surprise you if you recall a previous LIA diary about Charley Grimsley.  He's an unusual political animal who previously served as chief of staff to former Republican Lt. Governor Steve Windom and was also a prominent Roy Moore suporter.

As we noted then:

What do you get when you cross a donkey with an elephant in Alabama?

It appears that you get a well-connected pol like Democratic candidate for Treasurer, Charley Grimsley, a guy adept at playing both sides of the political game.  He's boasted about his friendship with Lt. Governor Folsom while donating $5,000 to Roy Moore in 2006.  He contributed $2,000 to George W. Bush in 2004 (the day before the election) and $2,300 to Barack Obama last October.

Grimsley was also quite generous to at least one Republican 527 organization, the "PFA Voter Fund," which described itself as:

Progress for America Voter Fund (“PFA-VF”) is a conservative issue advocacy organization dedicated to keeping the issue record straight on the campaign trail and serving as a “Political Truth Squad”.

PFA-VF is currently producing issue advocacy TV ads on President Bush’s plan to revitalize the American economy and wage a world wide war on terror.

Future PFA-VF television ads will expose John Kerry's record as the most liberal member of the United States Senate — even more liberal than Teddy Kennedy or Hillary Clinton!

Contribute to our cause to bolster support for conservative policies in the media and see your donation in action when we place our ads on television in your state.

More information and selected text from the challenge document is on the flip.  Along with a short video of Charley Grimsley really "helping out"  Steve Windom on the floor of the Alabama Senate.

yes, it IS what you think it is!

countrycat :: Charley Grimsley's Candidacy Challenged For Alabama State Treasurer

Emphasis mine in the blockquotes

Grimsley's significant, long standing support of numerous federal and Alabama Republican candidates and Republican special interest groups grossly violates the strict standards for candidate qualification contained in Article VII, Section 1 (b) of the Alabama State Democratic Bylaws, which states:  "No person shall be permitted to qualify as a candidate for nomination of election to public or Party office as a Democrat in any elections who did not support the nominees of the Democratic Party in all Special or General Eelctions during the past four years (hereinafter, "the Radney Rule").

The petition cites many incidents where Grimsley supported Republican candidates and interest groups with money.  During the past 10 years, Grimsley has donated at least $25,000 to Republican candidates- more than twice as much as he donated to Democratic candidates during the same period.

During the past 4 years - the period covered by a strict interpretation of the Radney Rule - he donated to Republican candiate for Secretary of State, Beth Chapman in August 2006 when Nancy Worley, the Democratic incumbent, was the Democratic nominee.

Perhaps you remember Chapman's "Stand Up for American Rally" speech where she said:

Tonight, I say we should support the President of the United States and the U.S. Military and tell the liberal, tree-hugging, Birkenstock-wearing, hippy, tie-dyed liberals to go make their movies and music and whine somewhere else.

[...]

America has remained silent too long! God-fearing people have remained silent too long!

We must lift our voices united in a humble prayer to God for guidance and the strength and courage to sustain us throughout whatever the future may hold.

After the tragic events of Sept. 11th, my then eleven -year-old son said terrorism is a war against them and us and if you're not one of us, then you're one of them.

Does that mean Grimsley's "one of us" or "one of them?"

Now, this speech was given in March 2003, well before Grimsley's donation of $500 to her campaign in August, 2006.

Grimsley's tenure as Lt. Governor Windom's chief of staff and his conduct then receives special attention in the disqualification petition:

From 1999-2003, Grimsley served as Republican Lieutenant Governor Steve Windom's Chief of Staff. In this capacity, Grimsley sat at the right hand of a Republican who was openly antagonistic to the Democratic Party and its agenda.  As Lieutenant Governor, Steve Windom brought national embarrassment to Alabama when he admitted to urinating while on the floor of the Alabama Senate rather than turn the chair over to Democratic leaders.  (Exhibit O).  During this embarrassing incident, Grimsley literally sat a Windom's side.

He didn't just "sit" there!

Pay close attention to the man on the left (as you view the video).  At the end of the clip, you can see him leaning over and holding, moving the jug (at least I HOPE that's all he's doing) - then laughing uproariously with Lt. Governor Windom.

The first few minutes are pretty, but then the action pours out picks up quite a bit at the end....

Talk about "above and beyond the call of duty!"

The "joke" the two men shared because a story  recounted in the New York Times and other national news outlets.  Grimsley helped add yet another layer of tarnish to Alabama's national image:

Mr. Siegelman called a special session of the Legislature to solve the dispute, but tension ran so high that Mr. Windom refused to leave the chamber even for a bathroom break during the round-the-clock session, lest Democrats find a way to replace him. To illustrate his plight, Mr. Windom announced on Sunday that he felt obliged to urinate in a jug behind the podium during the negotiations, and the remark was picked up by headline writers, radio talk shows and national television programs, making the situation appear ridiculous.

Grimsley supported Roy Moore in several ways.  A $5,000 contribution to his candidacy for governor in th 2006 election cycle was significant, but Grimsley also purchased the domain name for Roy Moore's campaign Web site.  Not to have a little fun - which would have been my first thought - but to "prevent any efforts that would negatively impact Mr. Moore's campaign."

So here we have someone who wants to run on the Democratic ticket as State Treasurer, but why?

  • He's given over $25,000 to Republicans and far-right GOP interest groups like the "PFA Voter Fund."
  • He's given to Republicans in general election campaigns where they had Democratic opponents.
  • He's not only given thousands to Roy Moore, but he purchased a domain name and then gave it to the Moore campaign to use.

Kudos to the SDEC member who is willing to challenge this candidacy.  I certainly don't think all Democrats have to march in lockstep.  Healthy debate and civil discussion is helpful to the party and necessary if you want to get anything done in government.

But Grimsley's contributions paint a picture of a man much more in step with the far-right, theocrat wing of the Republican party - Roy Moore and Beth Chapman, for example - and with organizations like the PFA Voter Fund, which was established "to support George W. Bush's view of America."

Personally, I don't want any Alabama Democratic party candidate or elected official who views the world through George W. Bush-colored glasses.  And particulary not for Treasurer, given Bush's total fiscal irresponsibility.

Surely, the SDEC subcommittee reviewing this challenge feels the same way.  We'll know on Friday!

This vote should be a no-brainer for SDEC members (4.00 / 2)

Grimsley's contributions to Beth Chapman in the 2006 cycle clearly disqualify him from the Democratic ticket.  There's just no other way to interpret the rules.  And that's before you even get to the support for Roy Moore, the PFA contribution and his "assistance" to Steve Windom.

With the example of Parker Griffith fresh in everyone's mind, surely the SDEC won't be eager to give another "Democrat only when it's convenient" their seal of approval.

Work harder and work smarter!

"Should" is an important word. (4.00 / 2)

Grimsley's big buddies with Lt. Gov. Folsom and State Senator Hinton Mitchem.

Will the "old boys" network of influence once again take precedence over the good of the party and the state?  I hope not, but nothing that goes on in Montgomery really surprises me anymore.

Bad idea (0.00 / 0)
If the state committee disqualifies Grimsley then it will cause bad publicity for the party, especially in all those rural one party counties we have to hold to hold the state

Bad idea to follow the Party bylaws? (4.00 / 1)

Bad idea to keep Republicans off the Democratic ballot?

Well hey!  If Democrats can't win in many of these counties - as you've asserted ad nauseum here - why don't we just recruit Republicans to run on the Democratic party ballot?  Forget those pesky bylaws and expectations....winning's what counts it seems.

jacool, is there anything you won't do or say to try and beg for votes from these mythical "rural voters" that you portray on this blog as racist, no-nothing, anti-education rednecks who'll never vote for anyone or anything  remotely progressive?

And if they think that's how the Alabama Democratic Party views them, then why would they ever vote for Democratic candidates for anything?

You know, my family has been in Alabama for 8 generations (counting my daughter) and - as far as I know - all were rural farmers, gin owners, and small business people.  None of them that I remember (back to great-grandparents) were stupid and none belonged to the KKK.

They didn't hate "educated" people (my great-grandmother would have been on the moon if I'd gotten into Harvard or Yale or some such place) or black people. They were literate and understood that if you break the rules you don't get to play the game.

And btw... they hated being pandered to and talked down to. I remember my great-grandparents griping about how "Yankees"treat us like we're all nitwits."

It's annoying when people from up north treat southerners like that, but it's inexcusable when Southerners do it to each other. You think people won't understand that, under the party rules, Grimsley doesn't qualify for the primary?

You underestimate (again) the people of Alabama.

Preach it, countrycat! (4.00 / 1)

The Alabama Democratic Party has standards.  They are embodied in our bylaws.  If we don't enforce those standards -- which are not particularly onerous, btw -- then we are simply hypocrites who care for nothing but winning, or perhaps nothing but the good old boy network.

As I understand it, this rule has been used recently to disqualify someone else who had given considerably less assistance to Republican candidates.

I regularly preach that the Democratic Party is and should be the Big Tent Party with room for people who hold a diverse range of views on most topics.  That said, I believe it would be the height of foolishness to hand the banner of our party to a man who just 4 years ago gave financial support to Judge Roy Moore for governor and -- even worse -- Beth Chapman in an election against Democrat Nancy Worley.

Either we have standards or we don't, and if party leadership thinks we shouldn't have standards they need to abolish the bylaws and change the name to the Alabama Opportunists Party.

standards and bylaws (4.00 / 1)

that's the issue here.

How hard is it to understand?  We have rules and regulations.  You don't meet them/broke them.  You don't get to run as a Democrat this cycle.

It's pretty simple.

Graddick '86 (0.00 / 0)

And once again we must remember, Alabama is not a two party state. Alabama is really a collection of two one party states. The rural and black Democratic one party state and the urban white Republican one party state. On two hands you can count the number of counties out of 67 where you have actual competition and where the primary isn't the automatic election.

If you kick Grimsley off the ballot then you're going to piss off all those rural voters who do vote in the Democratic primary that may not be the most liberal but who vote so that they get their voice for sheriff and legislature and you will honestly also piss off a fair number of white Democrats in counties like Baldwin who have to vote in the Republican primary or else be disenfranchised.

You'll also play into Republican hands. Never mind what Autauga did the GOP isn't preventing Johnson from running on the ballot. Bump Grimsley and not only will Johnson be staying on that ballot but state GOP Leaders will make a huge propaganda power play from it and you'll quickly see Autauga reverse its decision.

And in a year where the Alabama Democratic Party must portray itself as not wedded to the national Obama orthodox kicking Grimsley off the ballot for not being "loyal enough" will play right into the Republican strategy of tying Alabama Democrats to Obama, Pelosi and Reid.

I think the SDEC and state party leaders are more intelligent than that. I think that important Democrats in the legislature will help to ensure Grimsley stays in. I sincerely hope they succeed.

[ Parent ]
not the same situation (4.00 / 1)

Graddick had won the Democratic primary with the majority of the votes cast.  After the primary, some party members challenged the results because Graddick had stumped around the state pratically begging Republicans to vote in the Democratic run-off.

In Grimsley's case, the party is being asked to follow its own rules for candidate qualifying.  Nobody's talking about overturning a primary vote.

"Obama Orthodoxy?" oh please.  As much as you write, I know you can read English and the bylaws are clear.

If the candidate hasn't supported the Democratic ticket, the candidate doesn't get to run ON the Democratic ticket.

If you want to work to change the bylaws, be my guest, but don't criticize party members who expect the party leadership to follow them in the meantime.

Autauga County didn't block Johnson from the ballot (4.00 / 1)

With ties to some folk involved in the Johnson issue, Autauga didn't deny Johnson the opportunity to run on the GOP ballot in the county - they just said they weren't going to give him the opportunity to use their facilities to address the county party members. I'd wager the reason the state GOP hasn't paid any attention to that action or done something similar themselves is because he's got no chance of winning the primary.

The Autauga County GOP has blocked candidates from running as Republicans in the past, however, including our immediate previous superintendant and my present school board member.

Guess why? "As for Mr. Larry Butler and Mrs. Kelly Ingram, they both violated party bylaws in openly supporting a candidate from another party. This is a state bylaw which cannot and should not be circumvented or overlooked."

Folks in glass houses. If SDEC decides not to let Grimsley run as a Democrat - which I think is a valid decision, because this isn't even so much a matter of ideological purity as it is not trusting folks who think Beth Chapman is the best person for the Secretary of State position - then I imagine we'll just have to kindly request the state GOP overturn decisions like Autauga's to make sure we're all playing fair.

Help me out here jacool, (0.00 / 0)

How does following and enforcing the democratic party rules play into the republicans hands?  Strike that, how does kicking a republican inflitrator off the democratic ballot play into republican hands?

Why should democrats be afraid of possible "bad publicity"?  And why is kicking a gop infiltrator off the democratic ticket bad publicity?  Bad publicity for who(m) exactly? I don't get it.

And those rural voters you're talking about...they aren't democrats, they will never be democrats.  Sure, they may(or not) vote for the occasional democratic candidate, but only conservative/republican democrats, aka infiltrators.

Preach on Countrycat! (4.00 / 2)

Beautiful response. Populism ceases being populism and becomes insulting when people are not valued as people.  My grandfather only went as far as 4th grade-and he was one of the smartest people I've ever known. He was wise enough to know that John L Lewis had his back and had the back of other mine workers. And he felt the same about FDR. He was not a racist and he was very proud when I went to college.

Oh wait, since I have a great job and a good education I'm suppose to be elite and not understand these issues.

Got to agree with the Cats on this. (4.00 / 2)

My family origins are also RURAL Alabama, even poor rural Alabama as my Daddy grew up as one of eleven children, quit high school just before graduation because they couldn't afford a suit to wear, were farmers and mill workers, and early Union organizers at the steel plant.  Daddy went on to join the Air Force and received his Masters Degree about the time I graduated from high school, taking college courses all of my life thru the GI Bill.  These people idolized FDR and the Democratic Party  and what it stood for.  They just don't come any more Democratic, and those principles have been handed down generation to generation.

You can't lump all rural voters into one group.  Some of the most liberal, progressive people I know are also the "countriest" you'll ever meet.

If the SDEC doesn't hold potential candidates of being Democrats --REAL Democrats, they have no purpose of being.

Just saw on FaceBook.. (4.00 / 2)
Pam Miles was the SDEC membe who filed the complaint.  Good for her!!!

Good for her... yes! (4.00 / 1)

Grimsley has some powerful, insider buddies.  It's good to see someone willing to stand up against them in favor of the rules as set forth by the party.

Go, Pam go!

Small correction, Countrycat (4.00 / 2)

The correct nomenclature for the former Lt. Governor is "Lt. Governor "Jug" Windom".

That is all.

"The War in Iraq is not the disease. The War in Iraq is a symptom. Arrogance is the disease" - Bill Richardson

Not a terribly difficult debate. (4.00 / 2)
I cannot run for president of Brazil.  I am not a Brazilian.  I can not qualify as a candidate for anything as a Repugnican, because I am not one.  Open and shut - the rules are in place; they must be followed. Put everything else aside, the rules must be followed.  If rules have been codified to maintain some semblance of order, then Goppers cannot run on the Democratic Party ticket.

A small group of thoughtful people could change the world. Indeed, it's the only thing that ever has.
Margaret Mead

Yeah. (4.00 / 2)

Remember the Larry Darby fiasco in 2006 where we almost nominated a Nazi apologist on the Democratic ticket?  It would have been nice and saved considerable embarrassment had the party done a little homework on him before letting him run as a Democrat.  Like I said earlier, these standards aren't particularly onerous.

Grimsley has flirted with both parties.  In my opinion, he decided to run as a Democrat this year because he didn't want to face George Wallace Jr. in a primary.  That's opportunity, not principle.

Work harder and work smarter!

"rural voter" appeal? give me a break (0.00 / 0)

Grimsley is a multimillionaire who cheated on his first wife at their lake house.  that really appeals to 'rural voters'

I hope these 'rural voters' see through the picture on his website of Grimsley with two hound dogs and realize this republican in democrats clothing is not for them.  Well, actually after reading this, I hope he is thrown off the ballot.
